The Land reform as a project: The Utilization of legal procedures to ensure access to land in State of Pará (Brazil) (1960-1962)

Resumo: This paper discusses the proposed land reform in State of Pará (Brazil) which occurred pre-1964, analyzing the legal acts from the Pará State Government that seek to define a land strip around the state roads, for the purpose of settlements of small farmers . It also reviews the Law Project of Land Reform authored by the State Representative Benedito Monteiro, an action that aimed to implement the Land Reform in all the country. It is intended to place the debate on land tenure together with the opening of the Belém-Brasília Road. The memories from the revoked State Representative Benedito Monteiro (PTB-PA) and from the Colonel Jarbas Passarinho and the use of local newspapers are sources that show how the military worked in the region before and during the civil-military coup in 1964.

Analisa também o projeto de lei da reforma agrária do deputado estadual Benedito Monteiro, ação que visava a implantação de uma reforma agrária no país. Pretende-se situar o debate sobre a posse da terra com a abertura da Belém-Brasília.
