System of social protection in the Lula government (2003-2010): change or continuity in the pattern of state intervention in society?

Resumo: This article is part of the debate on State and social policy and analyzes the legacy of the Lula government (2003-2010) as a continuation or change related to the neoliberal model implemented by the government of Fernando Henrique Cardoso (regressive model), regarding the system of social protection as a form of state intervention in society. Based on specialized bibliography, we talk with representatives of the theses of “continuity” and “discontinuity” of social policy and the state model in the government in question. We argue that the same was true of the clash between progressive forces (defenders of principles associated with a specific regime of a welfare state) and conservative forces (defenders of principles associated with minimal state), the latter were victorious in the determination of social policy of the Lula governments, consolidating through these a model of neoliberal intervention of the State in its relations with society.

Con base en bibliografía especializada, dialogomos con representantes de las tesis de la "continuidad" y de la "discontinuidad" de la poltíca social y del modelo de Estado en el gobierno en cuestión. Sostenemos que, en lo que concierne al enfrentamiento entre fuerzas progresistas (defensoras de principios asociados a un régimen específico de un Estado de bienestar social) y fuerzas conservadoras (defensoras de principios asociados Estado minús), fueron victoriosas las últimas en la determinación de la política social de los gobiernos Lula, consolidando, a través de ellas, un modelo de intervención neoliberal del Estado en sus relaciones con la sociedad.Esse artigo insere-se no âmbito do debate sobre Estado e Política Social e analisa o legado do governo Lula (2003-2010) enquanto continuísmo ou mudança relativa ao modelo neoliberal implementado pelo governo de Fernando Henrique Cardoso (modelo regressivo), no que concerne ao sistema de proteção social compreendido como forma de intervenção do Estado na sociedade. Com base em bibliografia especializada, dialogamos com representantes das teses da “continuidade” e da “descontinuidade” da política social e do modelo de Estado no governo em questão.
