Cause or consequence? representation and participation in the bolsonarist countermovement to the crisis of democracy in Brazil

Resumo: This article questions the current idea that the election and government of Jair Bolsonaro are expression and cause of the crisis of Brazilian democracy. Despite the increase in inequality and its authoritarianism, the phenomenon should be seen as a countermovement to what has been called de-democratization. More than a reaction to thirteen years of progressive governments, the power of Bolsonarism is also the result of the alternative that it symbolizes to a system impervious to popular participation. Through the analysis of his speech and practice, marked by the responsiveness of representation and the active participation of his social base, it is argued that he invigorates, in a contradictory way, elements of popular sovereignty absent from post-democratic politics. Thus, Bolsonaro distinguishes himself from competing actors, dedicated to restoring the liberal consensus and political institutions, both at the origin of the contemporary crisis.

A pesar del aumento de la desigualdad y su autoritarismo, el fenómeno debe verse como un contramovimiento a lo que se ha denominado desdemocratización. Más que una reacción a los avances de trece años de gobiernos progresistas, el poder del bolsonarismo es también el resultado de la alternativa que simboliza a un sistema insensible a la participación popular. A través del análisis de su discurso y práctica, marcado por la receptividad de la representación y la participación activa de su base, se argumenta que dinamiza, de manera contradictoria, elementos de la soberanía popular ausentes de la política posdemocrática. Así, Bolsonaro se distingue de los actores en competencia, dedicados a restaurar el consenso y las instituciones liberales, ambos en el origen de la crisis contemporánea.Este artigo questiona a ideia corrente de que a eleição e o governo de Jair Bolsonaro são expressão e causa da crise da democracia brasileira. A despeito de ampliar as desigualdades e de seu autoritarismo, o fenômeno deve ser visto como um contramovimento ao que foi chamado de desdemocratização. Mais do que uma reação aos avanços de treze anos de governos progressistas, a potência do bolsonarismo é também resultado da alternativa que ele simboliza a um sistema impermeável à participação popular. Por meio da análise de seu discurso e de sua prática, marcadas pela responsividade da representação e pela participação ativa de sua base, argumenta-se que ele revigora, de maneira contraditória, elementos de soberania popular ausentes da política pós-democrática.
