“We reject kings, presidents and voting?”: the institutional-democratic model and the structured levels of (de)regulation of virtual spaces

Resumo: | This research analyzes the virtual environment’s structured levels of government regulation, within the context of governance and its three divisions – democracy, autocracy and anarchy. Furthermore, this study´s objective is to explore these environments’ affinity to societal relations present in our densely connected society. Moreover, this paper studies democratic theory through a historical perspective, which spans ancient times to present-day´s globalized society. That said, this study uses deductive reasoning, explores governance, and new technologies that prove the extent of democratic tendencies within the development of the internet. Finally, this paper verifies the inconsistencies of anarchical and libertarian proposals that targets the (de)regulation of cyberspace; therefore, defining the applicability of an adapted democratic structure to the worldwide web, specifically with the proposal of an electronic government. |

Finally, this paper verifies the inconsistencies of anarchical and libertarian proposals that targets the (de)regulation of cyberspace; therefore, defining the applicability of an adapted democratic structure to the worldwide web, specifically with the proposal of an electronic government.A pesquisa analisa os níveis estruturados de regulamentação dos espaços virtuais à luz de três formas de conformação do governo no ambiente eletrônico (democracia, autocracia e anarquia), a fim de demonstrar maior afinidade com as peculiaridades das relações sociais inseridas na sociedade de informação. Para tanto, apresenta breve escorço histórico do desenvolvimento da teoria democrática, desde a antiguidade até suas atuais conformações num contexto globalizado e no paradigma informacional. Ancorado no método dedutivo, o estudo traz como plano de fundo a governança e novas tecnologias, permitindo-se demonstrar a nova extensão do contexto democrático a partir do desenvolvimento da internet.
