THE PNAE AND THE PUBLIC POLICY FOR THE PROMOTION OF FAMILY FARMING IN MUNICIPALITIES IN ALAGOANOS:: AN ANALYSIS FROM THE PERSPECTIVE OF THE FEDERATIVE PACT

The National School Feeding Program has intersectoralguidelines that encourage the strengthening of family farming andencourage local economies. For the present work, it was consideredmandatory to allocate at least 30% of the resources for the purchaseof food from family farming. The objective of the research is toanalyze this public policy, its guidelines in the fight against hungerand its form of compliance, from the perspective of the federativepact. A quantitative research was carried out based on a literatureand document review, based on data collected on the platformof the National Fund for the Development of Education andAgricultural Census of the year 2017. A representative sample oftwenty municipalities in Alagoas was selected, whose criterion wasthe number, in percentage, of family farmers, that is, the ten largestand the ten smallest. It was inferred that the program’s guidelineis no longer complied with by the vast majority of municipalitiesin Alagoas, demonstrating possible State negligence in the duty/doduty/providing of this policy, impacting on the realization of thesocial right to food, of the fundamental objectives of the FederativeRepublic of Brazil and the principles that should guide the economicorder.
