Negotiations between the countries that make up themodern international society have always been marked bydisagreements and conflicts of interests, especially traderelations. From the analysis of the discussion held betweenBrazil and the United States before the World Trade Organization– WTO, and culminated with the authorization of theinternational governing body for our country to take measuresfinancial compensation to the damage caused by agriculturalsubsidies to U.S. producers, will analyze, based on differenttheoretical perspectives of international law, as is the decisionmakingby countries in international relations. Emphasis will beplaced for the School of the Three Traditions, which is based onthe concepts of Hedley Bull and Martin Wight three traditionsof action in the international environment.
