The triad democratic design: the conditional relationship between the democratic conscience, accountability and the participatory democracy

This paper analyzes the relational process of presupposition with the emergence of the democratic consciousness and the subsequent construction of accountability – all in a democratic context. Therefore, this study confirms their common presuppositional relationship and investigates the participatory democracy. Furthermore, this paper presents a short historical overview of the development of the democratic theory, from antiquity to their current representations in our globalized world. With the use of the deductive method, this study discusses the concept of accountability, the difficulty of defining its limitations, and employing its use. In addition, this research analyzes the role of the democratic conscience in achieving the objectives of the state, taking into account that it is inserted in Brazil´s historical reality.  Finally, this research presents a link between democracy, accountability and the progression of the democratic conscience; thus, allowing for a more structured representation and dissolution of the concentrated power of the governing leaders.
