Management of water resources: Environmental perception and participatory management from the perspective of members of the River Basin Committee of the Middle Paraíba do Sul

Resumo: River basin committees are presented as an alternative that prioritizes decision-making about the management of water resources based on discussion and integration between public authorities, users and organized civil society, allowing different values ​​and interests to be added to decision-making processes. The aim of this work, through the application of questionnaires, was to capture the perception of the members of the Middle Paraíba do Sul Basin Committee on the main problems associated with water management and their dimensions of ecological and social value, in the hydrographic region of the Middle Paraíba do Sul/RJ. The results indicate a consensus in the interviewees' perception of the importance of environmental education, integration, decentralization and social participation in water management, as well as the perception of water resource problems in the region. It is concluded that the CBH-MPS is in an advanced stage of development and implementation of the PNRH, mainly in the exercise of participation. However, it still needs to overcome the limitations in the effectiveness of this participation and in the scope of the decisions taken in plenary, limitations that depend not only on the committee's performance, but on the integration and cooperation between the other instances of the water resources management system, at the state and federal levels.

El objetivo de este trabajo, a través de la aplicación de cuestionarios, fue captar la percepción de los miembros del Comité de la Cuenca del Medio Paraíba do Sul sobre los principales problemas asociados a la gestión del agua y sus dimensiones de valor ecológico y social, en la región hidrográfica de el Medio Paraíba do Sul/RJ. Los resultados indican un consenso en la percepción de los entrevistados sobre la importancia de la educación ambiental, la integración, la descentralización y la participación social en la gestión del agua, así como la percepción de la problemática del recurso hídrico en la región. Se concluye que el CBH-MPS se encuentra en una etapa avanzada de desarrollo e implementación del PNRH, principalmente en el ejercicio de la participación. Sin embargo, aún debe superar las limitaciones en la efectividad de esta participación y en el alcance de las decisiones tomadas en plenaria, limitaciones que dependen no solo del desempeño del comité, sino de la integración y cooperación entre las demás instancias de los recursos hídricos. sistema de gestión, a nivel estatal y federal.Os comitês de bacias hidrográficas apresentam-se como alternativa que prioriza a tomada de decisão acerca da gestão dos recursos hídricos a partir da discussão e integração entre poder público, usuários e sociedade civil organizada, permitindo que diferentes valores e interesses sejam agregados aos processos decisórios. Pretendeu-se neste trabalho captar a percepção dos membros do Comitê de Bacia do Médio Paraíba do Sul sobre os principais problemas associados à gestão das águas e suas dimensões de valor ecológico e social, na região hidrográfica do Médio Paraíba do Sul/RJ. O instrumento de coleta utilizado foi um questionário semiestruturado, disponibilizado on-line aos membros do comitê. Os resultados indicam consenso na percepção dos entrevistados acerca da importância da educação ambiental, da integração, descentralização e participação social na gestão das águas, assim como a percepção sobre os problemas do recurso hídrico na região. Conclui-se que o CBH-MPS está em estágio avançado de desenvolvimento e implementação da PNRH, principalmente no exercício da participação.
