Introduction: Management in public institutions is linked to the goal of achieving citizen satisfaction, since the State has the public interest as its purpose. Objective: To analyze the changes brought about by the implementation of Information Systems in document management in the sector of the General Protocol of the Federal University of Paraíba. Methodology: The research has a descriptive nature with a qualitative approach, where questionnaires were applied with the administrative technicians / servers that worked in the sector. Results: Strictly, we describe and analyze some of the functionalities of the GIS, with emphasis on the protocol module of SIPAC, in the medium-administrative activities, while evaluating the development of document management. The research highlights the dynamics of access and use of information produced, from opening processes to document management, considering the course of technological changes in procedures, from the use of records to the representation of information and the processing of administrative processes, which were exclusively in paper format, until the implementation of the Integrated System of Patrimony, Administration and Contracts in 2013, which enabled decentralization and broader access to administrative procedures. Conclusions: We identified the optimization of services reconfigured with the hybrid system - electronic / paper - as well as improvements in the information management process.
