THE INTENTIONALITY OF THE NATIONAL PACT FOR ALPHABETIZATION IN THE RIGHT AGE ON BRAZIL’S EDUCATION

Resumo: The article has as main goal to study the National Pact for Alphabetization in the Right Age - PNAIC, trying to understand the intentionality of the as Educational Policy. Therefore, the investigation problem was focused on the following question: “what is The intentionality of the PNAIC on Brazil’s Education?”. For this purpose, the research developed is characterized by a qualitative approach, with documental and bibliographical investigation, in which primary sources were used, among others. First, the history of the alphabetization policies in Brazil is contextualized, to then move forward to the object of research - PNAIC, being a current educational policy in the country. Through the studies held, it is concluded that the PNAIC configured itself as an important policy, as it seeks to act in way that guarantees the access to alphabetization. However, in a context where the Evaluation Policy of Basic Education- SAEB has been central, it focuses more on the quantitative indicatives, if compared to the quality of teaching, and, also, it becomes a viable program to attend the necessities of the rise on the alphabetization rates.

De ese modo, la problemática de la investigación se concentró en el siguiente cuestionamiento: “¿Cuáles son las intencionalidades del PNAIC para la educación en Brasil?”. Para tanto, la investigación desenvuelta se caracteriza por un abordaje cualitativo, con análisis documentales y bibliográficas, en la cual se utilizaron fuentes primarias, como el documento de orientación del PNAIC 2017, y fuentes secundarias, fundamentadas en estudios de la temática en la actualidad. Inicialmente, se contextualizó la historia de las políticas de alfabetización en Brasil, para así avanzar al objeto de la investigación – PNAIC, siendo una política educacional actual del país. Se concluye que el PNAIC se configura como una política imprescindible, en la proporción en que se procura actuar de forma a garantizar el acceso a la alfabetización. En tanto, en un contexto en el que la Política de Avaliação da Educação Básica - SAEB está centralizada, se preocupa más con los indicativos cuantitativos si comparados con la cualidad de la enseñanza y, así, se torna un proyecto viable a las necesidades del crecimiento de los índices de alfabetización.O artigo objetiva o estudo do Pacto Nacional pela Alfabetização na Idade Certa – PNAIC e busca a compreensão das intencionalidades deste como Política Educacional. O problema de investigação concentrou-se no questionamento: “Quais as intencionalidades do PNAIC para a educação no Brasil?”. A pesquisa caracteriza-se por uma abordagem qualitativa, com investigação documental e bibliográfica, em que foram utilizadas fontes primárias e fontes secundárias, fundamentadas em estudiosos da temática na atualidade. Inicialmente, contextualiza-se a história das políticas de alfabetização no Brasil, para então avançar ao objeto de pesquisa – o PNAIC. Conclui-se que o PNAIC foi uma política importante, que procura agir de forma a garantir o acesso à alfabetização.
