The article discusses the relationship between the State and the Brazilian LGBT Movement, whose objective is to point out the contradictions produced in the recent history of public policies instituted and implemented through the alliance between the state and the social movement. We focus on the Brazil without Homophobia Program, which constituted the legal framework for state actions to combat homophobia. The analysis is based on the historical-dialectical materialist theoretical reference, seeks to understand how the State, when it had its functions redefined by neoliberal policies, formulates and implements the policy to combat homophobia. We conclude that the state emptying movement and the reduction of public policies have produced, contradictorily, paths of a greater presence of the LGBT movement in the formulation of policies to combat homophobia and, consequently, a greater guarantee of the rights of LGBT subjects, still very sparse.
