The global to local: implementation of policies of teacher accountability, managerial management and evaluation results

Resumo: The impacts of the internationalization of educational policies on teachers, headmasters and staff of a municipal school in Curitiba, Brazil, are discussed. The phenomenon is related to the intensification of production and implementation of terms/concepts which are widely disseminated and accepted by most agents working in the school. The new strategies for policy development at the start of the century transform the school into a privileged place for the production of a consensus. In this new phase of policy, it becomes evident that compliance to demands within the process of the development of capitalism formulates educational policies, undermining the possibilities for solving the most urgent issues. Empirical research, with participant observation procedures, semi-structured interviews and analysis of documents, was a help in the analysis of the implementation of the School Development Plan (PDE-School) and its relationship with the general aspects of internationalization of education policy. PDE-School recommends strategies for schools which would lead them towards accountability in results obtained in development assessments, development of managerial practices, to shun extended discussions with the group of teachers due to lack of time required for the activity.

Este fenómeno está relacionado a la intensificación de la producción y adopción de términos/conceptos ampliamente difundidos y aceptados por la mayoría de los sujetos que actúan en aquella escuela. Las nuevas estrategias para la elaboración de las políticas de este nuevo siglo pretenden volver a la escuela un local privilegiado para la producción del consenso. En esta nueva etapa de las políticas, queda evidente que la atención a las demandas necesarias al desarrollo capitalista guía la formulación de las políticas educativas, disminuyendo las posibilidades de enfrentarse los problemas de la escuela a partir de lo más urgente. Por medio de investigación empírica, que contó con procedimientos de observación participante, entrevistas semiestructuradas y análisis de documentos, fue posible analizar la implementación del Plan de Desarrollo de la Escuela (PDE-Escuela) y su relación con los aspectos más generales de la internacionalización de las políticas educacionales. El PDE-Escuela recomienda estrategias a las escuelas que hagan con que se responsabilicen por los resultados obtenidos en las evaluaciones de desempeño, a desenvolver prácticas de gestión gerencial, a no realizar discusiones ampliadas con el grupo de profesores por la falta de tiempo necesario para tal actividad. Este artigo analisa os impactos da internacionalização das políticas educacionais sobre os professores, diretores e equipe pedagógica de uma escola municipal de Curitiba. Este fenômeno está relacionado à intensificação da produção e adoção de termos/conceitos amplamente difundidos e aceitos pela maioria dos sujeitos que atuam naquela escola. As novas estratégias para a elaboração das políticas deste século visam tornar a escola local privilegiado para a produção do consenso. Nesta etapa das políticas, fica evidente que o atendimento às demandas necessárias ao desenvolvimento capitalista guia a formulação das políticas educativas, minando as possibilidades de enfrentar os problemas da escola a partir do mais urgente. Por meio de pesquisa empírica, que contou com procedimentos de observação participante, entrevistas semiestruturadas e análise de documentos, foi possível analisar a implementação do Plano de Desenvolvimento da Escola (PDE-Escola) e sua relação com os aspectos mais gerais da internacionalização das políticas educacionais.
