Evaluative Culture: the impulse given by MERCOSUR to the consolidation of South American evaluation system

Resumo: South American higher educational institutions have experienced great challenges and transformations during the last decades especially with regard to the consolidation of educational quality. In 2008, MERCOSUR established the Higher Education Accreditation System (ARCU-SUR) aiming at a permanent evaluation of quality in higher education in associated and member countries. This fact also induced regional integration and social, educational, economic and intercultural development in South America. Positive effects could be perceived in regional evaluations, especially in Bolivia, Paraguay and Uruguay. According to König (2007), the capacitation of national peers and periodical evaluations of ARCU-SUR have strengthened the evaluation tradition in these countries. Another notable achievement of the system is the stimulus to establish National Accreditation Agencies in countries where no such institution exists. .

En 2008, el MERCOSUR creó el Sistema de Acreditación de Cursos Superiores (ARCU-SUR), que tiene como objetivo principal evaluar permanentemente la calidad de la educación superior en países miembros y asociados, induciendo la integración regional y el desarrollo social, educacional, económico, socio-político e intercultural de la América del Sur. De esta forma, se observó la producción de efectos positivos a partir de las evaluaciones regionales, especialmente en tres países: Bolivia, Paraguay y Uruguay. Bajo la óptica de König (2007), se verificó que la capacitación de pares nacionales y las evaluaciones periódicas del Sistema ARCU-SUR han fortalecido la construcción de la ‘tradición evaluativa’ en estos países. Otra conquista notable de este Sistema se refiere al estímulo a la creación de Agencias Nacionales de Acreditación (ANAs) en los países donde no había órgano o institución encargada de la evaluación de cursos.Nas últimas décadas, as instituições universitárias sul-americanas experimentaram intensos desafios e transformações, especialmente no que se refere à consolidação da qualidade da educação. Em 2008, o MERCOSUL criou o Sistema de Acreditação de Cursos Superiores (ARCU-SUL), que tem como objetivo principal avaliar permanentemente a qualidade da educação superior em países membros e associados, induzindo a integração regional e o desenvolvimento social, educacional, econômico, sócio-político e intercultural da América do Sul. Dessa forma, observou-se a produção de efeitos positivos a partir das avaliações regionais, especialmente em três países: Bolívia, Paraguai e Uruguai. Sob a ótica de König (2007), verificou-se que a capacitação de pares nacionais e as avaliações periódicas do Sistema ARCU-SUL têm fortalecido a construção da ‘tradição avaliativa’ nesses países.
