Resumo: The role of education as a promoting instrument of economic growth, welfare and social changes has been exhaustively debated in government programmes, in the parliament, at universities, in labor unions and entrepreneurial associations. This article provides an inventory of this current debate, which actually dates back to the 19 th century, in the works of the political economists such as John Suart Mill and Alfred Marshall.
