Language and discourse: the sense of ‘civility’ in the utterance “people-language-nation” in Portuguese language.

Resumo: The study demonstrates the meanings of People-Language-Nation present in the Decree of Officialization of the Portuguese Language (LP) in Brazil in 1943. It presents discursive analysis of the statement "CIVILITY" instituted from the imposition of the Language in the colony country to the present day, citing orders of Marquis of Pombal (1758) prohibiting the use of the General Language and, recently, the one inscribed in the Federal Constitution of 1988, who consolidated the LP as national heritage. The theoretical foundation was based on the conceptions of Discourse Analysis, widely disseminated by Orlandi, and dialogue with the Stories of Linguistic Ideas (HIL) that constitute a way of observing the language historically
