AN ANALYSIS OF THE UNITED STATES FOREIGN POLICY CORRESPONDING TO REGIONAL COOPERATION:: THE NAFTA/USMCA CASE

Resumo: NAFTA, ratified in 1993 by the former president Bill Clinton, is composed by the USA, Mexico, and Canada. It was the institutional arrangement, which delimited the trade among the countries, since 1994, until it was substituted by the United States-Mexico-Canada Agreement (USMCA) in the Trump government (2017 - in progress). Having said that, the article’s main goal is to understand what are the main aspects of USA’s Foreign Policy during Barack Obama’s and Donald Trump’s governments, in what concerns NAFTA and the creation of the substitute agreement (i.e.USMCA). Additionally, the article aims at checking whether or not there was any change in the USA trade foreign policy during the two administrations. The main hypothesis is that there was a change in the US foreign policy from Obama’s government to Trump’sgovernment in reference of the integration process with Canada and Mexico within NAFTA’s scope, mainlyin the variable negotiation. Methodologically, there was a historical analysis.

A partir disso, o artigo tem como objetivo entender quais os principais aspectos da política externa dos Estados Unidos durante os governos de Barack Obama e Donald Trump, no que concerne ao NAFTA e à criação do acordo substituto ao bloco. Além disso, o artigo também visa verificar se houve, ou não, mudança na formulação da política externa comercial dos EUA durante esses dois governos. A hipótese geral é a de que houve uma mudança na política externa dos Estados Unidos do governo Obama para o governo Trump no que tange ao processo de integração com o Canadá e o México no âmbito do NAFTA, especificamente na variável negociação.
