THE EXTENDED ARGENTINE NEUTRALITY DURING THE SECOND WORLD WAR: A PERSPECTIVE OF THE MATERIAL CAUSES

Resumo: This article aims to analyze the material motivations that justified the continuity of the neutrality policy by the Argentine state during the Second World War. In this purpose, the Argentine-United States confrontational relations are essential to comprehend the way the South American country reacted to the continuing strains engaged by the USA since the Pearl Harbor attack, when the United Sates declared war to the Axis and since then orchestrated the event into a rhetoric of Pan-Americanism, largely imbued with the hegemonic American project for the Americas region. Besides a reaction to this project perpetrated by the USA government, the internal elements are crucial to address the decision for the neutrality, especially thetraditional Argentine diplomacy in relation to European conflicts, and the agendas debated in Argentina by social movements during the First World War and the Spanish Civil War, issues that emerged again in the Second World War. From these approaches of the reasons to the Argentine neutrality —internal and external —, this text pretends to collaborate with an analysis, by a bibliographical review, that applies perspectives of different actors and their material interests.

Nesse sentido, as relações conflituosas entre Argentina e Estados Unidos são essenciais para compreender o modo como o país sulamericano reagiu às contínuas pressões realizadas pelos EUA desde o ataque a Pearl Harbor, quando os Estados Unidos declararam guerra ao Eixo e desde então orquestraram o evento em uma retórica de PanAmericanismo, em grande parte imbuído pelo projeto hegemônico estadunidense para a região das Américas. Além de uma reação a este projeto perpetrado pelo governo dos Estados Unidos, os elementos internos são essenciais para abordar a decisão de neutralidade, especificamente a tradicional diplomacia argentina em relação a conflitos europeus, e as agendas debatidas na Argentina por movimentos sociais durante a Primeira Guerra Mundial e a Guerra Civil Espanhola, questões que emergiram novamente na Segunda Guerra Mundial.
