FROM UNEF TO MONUSCO AND BEYOND: UN PEACE OPERATIONS AND SECURITY COUNCIL AUTHORIZATION FOR THE USE OF FORCE

Resumo: Given that peace operations are not expressly regulated by the UN Charter, this article intends to establish their position amongst the Security Council other powers, with a view to achieving conceptual clarity regarding the relationship of peace operations with the use of force authorized by the Security Council. Thus, the first section deals with operations from the 1940’s until the 1990’s, when they were conceived as different from enforcement action under Chapter VII. After mentioning the challenging operations in Bosnia, Somalia and Ruanda, the following section analyzes (i) the distinction between peacekeeping and peace enforcement and (ii) the concept of robust peace operations mandated with the protection of civilians, concluding that (iii) by the end of the decade UN operations got closer to the use of force.

Assim, a primeira seção aborda as missões entre as décadas de 1940 e 1990, quando se buscou diferenciá-las da ação coerciva sob o Capítulo VII.
