Reascensão da Rússia no cenário internacional e sua influência política no continente asiático: projeção da agenda de segurança russa na Organização para a Cooperação de Xangai (2001-2018)

This thesis aims to analyze how the Russian foreign policy, in Shanghai Cooperation Organisation, in security area, it suggests Russia's interest in exercising a strategic regional leadership role in Central Asia. Thus, we have this research problem: How the Russia‟s security agenda, in Shanghai Cooperation Organization‟s area, between 2001 to 2018, reinforce a search for regional leadership of the country in Central Asia? For this, it will be debated four main points: a) analyze the Russia‟s foreign policy on security theme in Central Asia, as a way of projecting regional leadership from the following themes: terrorism, illegal migration, border issues and drug trafficking; b) contextualize the process of creating the Shanghai Cooperation Organisation, as well as the importance of the Russian role in its creation. c) evaluate Russia's activities within the scope of the SCO, focusing on the security area, between 2001 and 2018 and the challenges faced by this State in the search for strategic regional leadership projection in Central Asia; and d) analyze how expansionist neoeurasanism by Russia to strengthen its policy within the framework of SCO. The qualitative approach will be used, with an exploratory study and instrumentalization of the case study of the Shanghai Cooperation Organisation, including the use of descriptive statistics to give toughness to the proposed study.
