Freirean permanent education in Youth and Adult Education: reinventing policies and practices in the city of São Paulo

Resumo: | This study analyzed the presence and reinvention of Paulo Freire’s thinking on the policies and practices of teacher education in Youth and Adult Education developed within the scope of the Regional Education Directorate Pirituba-Jaraguá, São Paulo, between 2013-2016. It was assumed that elements of the teacher education proposal put into practice during Paulo Freire’s Administration (1989-1992) have been continued and recreated in the Municipal Education Network of São Paulo, subjected, however, to conditions that gain or lose strength according to the political commitment assumed by the public administration. The qualitative research adopted the following methodological procedures: document analysis, interviews and participant observation. The theoretical framework relied mainly on contributions from Paulo Freire, Vitor Paro and Rubens de Camargo. The findings confirmed the initial hypothesis, pointed out conditions involved in the resurgence of Freirean assumptions in teacher education and demonstrated the feasibility of reinventing Freire’s legacy in policies and public networks of education. Se partió del supuesto que elementos de la propuesta de formación docente puesta en práctica en la Gestión Paulo Freire (1989-1992) han sido mantenidos y recreados en la Red Municipal de Educación de São Paulo, sometidos, sin embargo, a condicionantes que ganan o pierden fuerza debido al compromiso político asumido por la administración pública. La investigación cualitativa adoptó los siguientes procedimientos metodológicos: análisis de documentos, entrevistas y observación participante. El referente teórico contó, principalmente, con las contribuciones de Paulo Freire, Vitor Paro y Rubens de Camargo. Los resultados confirmaron la hipótesis inicial, señalaron condicionantes involucrados en el resurgimiento de los supuestos freireanos en la formación docente y demostraron la viabilidad de la reinvención del legado de Freire en políticas y redes públicas de enseñanza. Formación docente.Este estudo analisou a presença e a reinvenção do pensamento de Paulo Freire nas políticas e nas práticas de formação de professores da Educação de Jovens e Adultos desenvolvidas no âmbito da Diretoria Regional de Educação Pirituba-Jaraguá, São Paulo, entre 2013-2016. Partiu-se do pressuposto de que elementos da proposta de formação docente, posta em prática na Gestão Paulo Freire (1989-1992), vêm sendo mantidos e recriados na Rede Municipal de Ensino de São Paulo, submetidos, porém, a condicionantes que ganham ou perdem força em função do compromisso político assumido pela administração pública. A pesquisa qualitativa adotou os seguintes procedimentos metodológicos: análise de documentos, entrevistas e observação participante. O referencial teórico contou, principalmente, com aportes de Paulo Freire, Vitor Paro e Rubens de Camargo. Os achados confirmaram a hipótese inicial, apontaram condicionantes envolvidos no ressurgimento de pressupostos freireanos na formação docente e demonstraram a viabilidade da reinvenção do legado de Freire em políticas e redes públicas de ensino.
