Detailed textual analysis of the Brazilian Inclusion Law: perspectives and advances in relation to the rights of people with disabilities

Resumo: This paper aimed to carry out a detailed textual analysis of the Brazilian Inclusion Law (known in Brazil by the anacronym LBI), with a view to identifying perspectives and advances in relation to the rights of people with disabilities. The research, with a qualitative approach, used a descriptive design, whose analysis was carried out using the software Interface de R pour les Analyzes Multidimensionnelles by Textes et de Questionnaires (IRaMuTeQ®). It was identified that the LBI is of paramount importance for the construction of an independent life for people with disabilities and was structured in order to bring guarantees of rights, which, for years, were considered “favors” and/or assistance. It brings not only basic social rights, but also civil and political rights, removing these people from the condition of extreme dependence that, in many cases, were treated as incapable. People with disabilities.Este artículo tuvo como objetivo efectuar un análisis textual pormenorizado de la Ley Brasileña de Inclusión (LBI), con miras a identificar perspectivas y avances en relación a los derechos de las personas con discapacidad. La investigación, de enfoque cualitativo, utilizó un diseño descriptivo, cuyo análisis se realizó por medio del software Interface de R pour les Analyses Multidimensionnelles de Textes et de Questionnaires (IRaMuTeQ®). Se identificó que la LBI es de suma importancia para la construcción de una vida independiente para las personas con discapacidad y fue estructurada de modo a brindar garantías de derechos, que durante años fueron considerados “favores” y/o asistencialismo. Ella trae no sólo derechos sociales básicos, sino también civiles y políticos, estimulando la retirada de estos sujetos de la condición de dependencia extrema que, en muchos casos, fueron tratados como incapaces.  Palabras clave: Ley Brasileña de Inclusión. Persona con discapacidad.Este artigo teve como objetivo efetuar uma análise textual pormenorizada da Lei Brasileira de Inclusão (LBI), com vistas a identificar perspectivas e avanços em relação aos direitos das pessoas com deficiência. A pesquisa, de abordagem qualitativa, utilizou um delineamento descritivo, cuja análise se deu por meio do software Interface de R pour les Analyses Multidimensionnelles de Textes et de Questionnaires (IRaMuTeQ®). Identificou-se que a LBI é de suma importância para a construção de uma vida independente das pessoas com deficiência e foi estruturada de modo a trazer garantias de direitos, que, por anos, foram tidos como “favores” e/ou assistencialismo. Ela traz não só direitos sociais básicos, mas também civis e políticos, estimulando a retirada desses sujeitos da condição de extrema dependência que, em muitos casos, foram tratadas como incapazes.
