Implementation of the affirmative policy for the black population in three public universities in the South of Brazil: a long walk

Resumo: In this work, an argument that exposes and discusses the creation of public universities in Brazil and its relationship with the education of students belonging to the families of the Brazilian white elites is presented. It is also highlighted the process of institutionalization of racial quota policy in order to establish a relationship with a global agenda, whose discussions on racial discrimination have been exerting influence on the context of institutional deracialization movements in Brazil. Initially, the university as a historical institution in Brazil is addressed; then, dialogues are established between democratic management of Higher Education and social justice. The path towards public policy for the promotion of racial equality in federal institutions of Higher Education is then observed. Finally, the scenarios of three public universities in the South of the country is presented. Keywords: Brazilian public university. Racial quotas. Black people.

Se destaca,  aún, el proceso de institucionalización de la política de cuotas raciales, buscando establecer una relación con una agenda global cuyas discusiones sobre la discriminación racial vienen ejerciendo influencia en el ámbito de movimientos de desracialización institucional en Brasil. Inicialmente, se aborda la universidad como institución histórica en Brasil; en seguida, son establecidos diálogos entre gestión democrática de la Educación Superior y justicia social. Se observa, entonces, el camino hacia la política pública para la promoción de la igualdad racial en las instituciones federales de Educación Superior. Finalmente, son presentados los escenarios de tres universidades públicas del Sur del país. Palabras clave: Universidad pública brasileña. Cuotas raciales. Negros.Neste trabalho, apresenta-se uma argumentação que expõe e discute a criação de universidades públicas no Brasil e sua relação com a formação de estudantes pertencentes às famílias das elites brancas brasileiras. Destaca-se, ainda, o processo de institucionalização da política de cotas raciais, em busca de estabelecer uma relação com uma agenda global, cujas discussões sobre a discriminação racial vêm exercendo influência no âmbito de movimentos de desracialização institucional no Brasil. Inicialmente, aborda-se a universidade como instituição histórica no Brasil; em seguida, são estabelecidos diálogos entre gestão democrática da Educação Superior e justiça social. Observa-se, então, o caminho até a política pública para a promoção da igualdade racial nas instituições federais de Educação Superior.
