Federal programs for the Elementary School and the materialization of everybody’s right to an education of quality

Resumo: This paper aims at analyzing the congruence between federal programs towards the regular elementary school and the reinforcement of conditions that imply the materialization of everybody’s right to an education of quality. The paper considers data from 2007, 2009, 2011 and 2013 about access and permanence in school, quality of elementary school officially checked and programs created by the federal government when exercising its supplementary redistributive action. Even though the results suggest an adequacy of the set of programs according to variables that inform the educational and social difference in the country, they raise some questions regarding the potential to face more specific challenges of each stage of basic education. The conclusion highlights that a greater alignment between the programs and demands, in terms of guaranteeing access and permanence in school, constitutes a fundamental action to reinforce the congruence between elected programs and the materialization of the right to an education of quality.   Keywords: Elementary school. Right to education.El trabajo tiene objetivo analizar la congruencia entre programas federales enderezados a la Enseñanza Fundamental regular y el refuerzo de condiciones que implican la materialización del derecho de todos a educación de calidad. Toma por base datos de 2007, 2009, 2011 y 2013 sobre el acceso y permanencia en la escuela, calidad de la Enseñanza Fundamental evaluada oficialmente y programas creados por el gobierno federal en ejercicio de su acción redistributiva y complementaria. Aunque los resultados sugieran adecuación del conjunto de programas delante las variables que informan la desigualdad educacional y social en el país, cuestiona el potencial de enfrentamiento de desafíos más puntuales de cada etapa de la Educación Básica. Concluí destacando que un mayor alineamiento entre programas y demandas, en términos de garantía de acceso y permanencia en la escuela, constituye medida fundamental para reforzar la congruencia entre programas electos y la materialización del derecho de la educación de calidad.   Palabras-clave: Enseñanza Fundamental. Derecho a educación.O trabalho tem como objetivo analisar a congruência entre programas federais endereçados ao Ensino Fundamental regular e o reforço de condições que implicam a materialização do direito de todos à educação de qualidade. Toma por base dados de 2007, 2009, 2011 e 2013 sobre acesso e permanência na escola, qualidade do Ensino Fundamental aferida oficialmente e programas criados pelo governo federal no exercício de sua ação redistributiva e supletiva. Embora os resultados sugiram adequação do conjunto de programas diante das variáveis que informam a desigualdade educacional e social no país, questionam o potencial de enfrentamento de desafios mais pontuais de cada etapa da Educação Básica. Conclui destacando que um maior alinhamento entre programas e demandas, em termos de garantia de acesso e permanência na escola, constitui medida fundamental para reforçar a congruência entre programas eleitos e a materialização do direito à educação de qualidade.   Palavras-chave: Ensino Fundamental.
