Conglomerate of Private Hegemony Apparatus Lemann and partners in the “public selection” of people for the educational management of the State of Paraná

Resumo: | The subsumption of education to the capitalist project is understood through the analysis of the actions of hegemony of the Conglomerate of Private Hegemony Apparatus Lemann and partners in public management. Thus, three experiences from the State of Paraná, Brazil, are highlighted in this research in the period 2016 to 2019, called “public selection” for the commissioned positions of Secretary of Education, of the Municipality of Londrina, of Regional Secretary of Education of the Development Consortium and Innovation from Northern Paraná (CODINORP) and heads for the 32 Regional Education Nucleus of the Secretariat of State for Education and Sport (SEED). All of them were conducted by the Lemann Conglomerate and partner institutions under business management bases, based on individual merit, in the political exemption of the choice, in the overvaluation of the experiential technical accumulation, with a view to the generalization of a certain business type of quality and public education. The analysis exposes the forms of direct intervention of the Private Devices of the Lemann Business Hegemony in public management through an influence plot constituted by the mixed parliamentary front of education, by the State’s administrative devices, by companies and, finally, by the process of selective expansion of the State with purposes to ensure expansion of business opportunities. Private Hegemony Apparatus.La subsunción de la educación al proyecto capitalista es comprendida por medio del análisis de las acciones de hegemonía del Conglomerado de Aparatos Privados de Hegemonía Empresariales (APHEs) Lemann y socios en la gestión pública. Así, se destacan, en esta investigación, tres experiencias paranaenses en el período de 2016 a 2019, denominadas “selección pública” para los cargos comisionados de secretario de educación, del municipio de Londrina, de secretario regional de educación del Consorcio de Desarrollo e Innovación del Norte de Paraná (CODINORP) y jefes para los 32 Núcleos Regionales de Educación, de la Secretaría de Estado de Educación y Deporte (SEED). Todas ellas fueron realizadas por el Conglomerado Lemann e instituciones socias bajo bases empresariales gerenciales, basadas en el mérito individual, en la exención política de elección, en la sobrevaloración de la acumulación técnica experiencial, con vistas a la generalización de un cierto tipo empresarial de calidad y de gestión de educación pública. El análisis expone las formas de intervención directa de las APHEs en la gestión pública por medio de una red de influencias constituida por el frente parlamentario mixto de la educación, por los aparatos administrativos del Estado, por las empresas y, finalmente, por el proceso de ampliación selectiva del Estado, con el propósito de garantizar la expansión de oportunidades de negocios. Aparatos Privados de Hegemonía.A subsunção da educação ao projeto capitalista é compreendida por meio da análise das ações de hegemonia do Conglomerado de Aparelhos Privados de Hegemonia Empresariais (APHEs) Lemann e sócios na gestão pública. Assim, destacam-se, nesta pesquisa, três experiências paranaenses realizadas no período de 2016 a 2019, denominadas de “seleção pública” para os cargos comissionados de secretário de educação, do município de Londrina, de secretário regional de educação do Consórcio de Desenvolvimento e Inovação do Norte do Paraná (Codinorp) e de chefes para os 32 Núcleos Regionais de Educação, da Secretaria de Estado da Educação e do Esporte (SEED). Todas elas foram conduzidas pelo Conglomerado Lemann e instituições parceiras sob bases gerencialistas empresariais, calcadas no mérito individual, na isenção política da escolha, na sobrevalorização do acúmulo técnico experiencial, com vistas à generalização de um certo tipo empresarial de qualidade e de gestão da educação pública. A análise expõe as formas de intervenção direta dos APHEs na gestão pública por meio de uma trama de influências constituída pela frente parlamentar mista de educação, pelos aparelhos administrativos do Estado, pelas empresas, e, por fim, pelo processo de ampliação seletiva do Estado com fins de garantir a expansão de oportunidades de negócios.
