Nine-year primary education: integration policy or social conformity?

Resumo: | The present paper analyses the establishment of an educational policy that changes the compulsory school term from 8 to 9 years, with children joining school at the age of 6. The study consisted of a qualitative, multiple-case research that investigated the implementation of that policy in the states of Bahia and Mato Grosso do Sul. The research showed that the main progress provided by the policy is the legal assurance that all children completing 6 years will have access to school. Unlike other texts, this one presents an analysis that recognises the impact of the implementation of Law 11,274/2006 on the standards for school access, but it also poses a question to the efficiency of such policy as the panacea for education quality. Social Integration.O presente artigo analisa a instituição da política educacional de ampliação do tempo de escolaridade obrigatória de 8 para 9 anos, com o ingresso de crianças de 6 anos de idade. O estudo foi desenvolvido por meio de pesquisa qualitativa do tipo de múltiplos casos, analisando a implantação dessa política nos estados da Bahia e do Mato Grosso do Sul. A pesquisa permitiu verificar que o principal avanço dessa política é a garantia legal de acesso à escola para todas as crianças que completam 6 anos até o início do ano letivo. Ao contrário de alguns autores, o texto propõe uma análise em que se reconhece o impacto nos padrões de acesso desencadeado pela implantação da Lei 11.274/2006, mas questiona a eficácia dessa política como panacéia para a qualidade da educação.
