Development of educational policy discourses along the time: epistemological elements for the analysis of the official text recontextualization process

Resumo: This study discusses the development of education policy critical analysis, focusing on theoretical and analytical contributions of poststructuralist perspectives proposed by Stephen Ball and its origin and articulation within the concept of recontextualization of discourse proposed by Bernstein Basil (1996) to capture the emergence and development of educational policy discourses over time. Based on the references provided, research is presented into the history of 14 years of the schooling organized in cycle policy, in a municipal system of the state of Rio de Janeiro, in which the process of recontextualization of discourses included in official texts is analyzed. These approaches were relevant in that they allowed the researchers to understand the policy within the processes of disputes over meaning, therefore, unstable and subject to several different objectives in its discourses.   Keywords: Critical policy analysis. Recontextualization of discourses.El artículo propone una discusión del desarrollo del análisis crítico de las políticas educativas concentrándose, en las contribuciones teórico-analíticas de la perspectiva posestructuralista de Stephen Ball y su origen y articulación con el concepto de recontextualización del discurso de Basil Bernstein (1996) para la interpretación del surgimiento y desarrollo de los discursos en políticas educativas a lo largo del tiempo. Basándonos en las referencias indicadas, presentamos una investigación sobre la trayectoria de 14 años de la política de organización de la escolaridad en ciclos, en una red de escuelas municipales del estado de Rio de Janeiro. En la cual analizamos el proceso de recontextualización del discurso en los textos oficiales. Estos abordajes fueron relevantes en la medida en que nos permitieron comprender la política inserta en los procesos de disputa por los significados, por lo tanto inestable y sujeta a las variadas finalidades en sus discursos.   Palabras clave: Análisis crítico de la política. O artigo discute o desenvolvimento da análise crítica das políticas educacionais, concentrando-se nas contribuições teórico-analíticas da perspectiva pós-estruturalista de Stephen Ball e sua procedência e articulação com o conceito de recontextualização do discurso de Basil Bernstein (1996) para a captação do surgimento e desenvolvimento dos discursos de políticas educacionais ao longo do tempo. Com base nesses referenciais, apresentamos uma pesquisa sobre a trajetória de 14 anos da política de organização da escolaridade em ciclos, em uma rede municipal do estado do Rio de Janeiro, na qual analisamos o processo de recontextualização do seu discurso nos textos oficiais. Essas abordagens foram relevantes na medida em que nos permitiram compreender a política inserida em processos de disputa por significados, portanto instável e sujeita a variadas finalidades em seus discursos.   Palavras-chave: Análise crítica de políticas.
