Postgraduate studies in Education in Minas Gerais: remarks on an ongoing history

Resumo: In 1965, the Brazilian Federal Council of Education institutionalized Postgraduate studies through the 977/65 Legal Bulletin. Minas Gerais was one of the first states to create postgraduate programs, especially in education, which genesis this study focuses with the aim of pointing out ways to write the recent history of Higher Education and highlight the 25th anniversary of postgraduate studies in education at the Federal University of Uberlândia. As a documental research, this study relies upon legal documents and statistical data analysed with a historical and contextual approach. The results show that, once created, postgraduate studies was expanded in connection with Higher Education, received stimulus both from tax and institutional enhancement in Minas Gerais and faced effects of neoliberal policies such as decrease in the number of scholarships and duration of courses. This study allows to conclude that one way to write this history are the teachers’ reports who started the postgraduate practices and turned them into an essential system for the advancement of science.   Keywords: Legal Bulletin No. 977/65 (CFE). Minas Gerais fue de los primeros estados que crearon cursos de ese nivel, especialmente en la educación, cuya génesis este estudio discute con el objetivo de indicar maneras de escribir la historia reciente de la educación superior y destacar las celebraciones de los 25 años de posgrado en Educación de la Universidad Federal de Uberlândia. Esta investigación documental se basa en fuentes legales y datos estadísticos, analizados con un enfoque histórico y contextual. Los resultados muestran que, una vez creado, el posgrado fue ampliado en vinculación con la expansión de la educación superior; que Minas Gerais estimuló su posgrado con incentivos fiscales e institucionales; e que el posgrado enfrentó los efectos de las políticas neoliberales, que incluyen la reducción en el número de becas y en la duración de los cursos. La investigación permite concluir que los relatos de los maestros que iniciaron la práctica de posgrado e la convirtieron en un sistema esencial para el avance de la ciencia son útiles para escribir la historia de lo posgrado brasileño.   Palabras clave: Norma n. 977. Minas Gerais foi um dos primeiros estados a criar cursos nesse nível, sobretudo na área de educação, cuja gênese este estudo enfoca objetivando apontar caminhos para escrever a história recente da Educação Superior, ressaltando as comemorações dos 25 anos da Pós-Graduação em Educação da Universidade Federal de Uberlândia. De natureza documental, a pesquisa considerou como fontes documentos legais e dados estatísticos analisados com enfoque histórico-contextual. Os resultados mostram que, uma vez criada, a Pós-Graduação expandiu-se vinculada ao Ensino Superior, valeu-se de incentivos fiscais e fomento institucional em Minas e enfrentou ditames das políticas neoliberais como redução no número de bolsas e na duração dos cursos. A pesquisa permite concluir que um caminho para escrever essa história são os relatos de professores que iniciaram as práticas de Pós-Graduação e transformaram-nas em um sistema essencial ao avanço da ciência.   Palavras-chave: Parecer CFE nº 977/65.
