Black Movement in Brazil: approval of Law no. 10,639/2003 and education for ethnic-racial relations

Resumo: In this article, the bibliographic research is used to investigate the strengthening of the Brazilian Black Movement after the construction and implementation of Law no. 10,639/2003. It is analyzed what actions have historically boosted the struggle for ethnic-racial relations in Brazil and to what extent this Law, as a public policy, has a dialog with the Movement in the construction of anti-racist education. This is a qualitative research, with an exploratory and analytical approach, being necessary to consider in this study the social, political, historical and cultural characteristics as essential elements in the formulation of the documents that are analyzed. The theoretical foundation of the article is based on Brutsher and Scocuglia (2017), Domingues (2007), Freire (1987), Gohn (1997), Gonçalves and Silva (2000), Lins (2016), Pereira (2017) and Rocha (2006) and on official documents that regulated Law no. 10,639/2003 (BRASIL, 2003, 2004b, 2013, 2019). The results point out that the history of the Brazilian Black Movement is marked by advances and ruptures that culminated in the implementation of Law no 10,639/2003. Se analiza qué acciones han impulsado históricamente una lucha por la educación para las relaciones étnico-raciales en Brasil y hasta qué punto esta Ley, como política pública, dialoga con el Movimiento en la construcción de una educación antirracista. Se trata de una investigación cualitativa, de enfoque exploratorio y analítico, siendo necesario considerar en este estudio las características sociales, políticas, históricas y culturales como elementos esenciales en la formulación de los documentos que son analizados. La fundamentación teórica del artículo se basa en Brutsher y Scocuglia (2017), Domingues (2007), Freire (1987), Gohn (1997), Gonçalves y Silva (2000), Lins (2016), Pereira (2017) y Rocha (2006) y en documentos oficiales que reglamentaron la Ley No 10.639/2003 (BRASIL, 2003, 2004b, 2013, 2019). Los resultados indican que la historia del Movimiento Negro Brasileño está marcada por avances y rupturas que culminaron con la implementación de la Ley No 10.639/2003. Ley No 10.639/2003.Neste artigo, recorre-se à pesquisa bibliográfica para investigar o fortalecimento do Movimento Negro brasileiro a partir da construção e da implementação da Lei No 10.639/2003. Analisa-se quais ações impulsionaram historicamente a luta por uma educação para as relações étnico-raciais no Brasil e até que ponto essa Lei, como política pública, dialoga com o Movimento na construção de uma educação antirracista. Trata-se de uma pesquisa de cunho qualitativo, de abordagem exploratória e analítica, sendo necessário considerar, neste estudo, as características sociais, políticas, históricas e culturais como elementos essenciais na formulação dos documentos que são analisados.
