Tendo como ponto de partida a suposição de condições inéditas para o exercício da cidadania, trazidas ou potencializadas pela tecnologia digital e, principalmente, pela internet, o trabalho discute as origens do mal-estar vivido atualmente pela cidadania, refletindo sobre as possibilidades reais de uma “solução tecnológica”. Passa em revista o conceito de cidadania, lembrando que, como pertencimento, esta implica um processo de identificação que se desenvolve com base em referências a partir das quais se define a inclusão ou a exclusão dos indivíduos – daí a possibilidade de uma interseção entre os campos de significação dos conceitos de inclusão digital e cidadania. Mas, chamando a atenção para o conceito de cidadania ativa, conclui que, embora a rede possa potencializar a ação daqueles que já possuem algum grau de comprometimento/engajamento, não se consegue solucionar no nível da tecnologia questões que pertencem ao âmbito mais geral das relações sociais e políticas.Palavras-chave: Cidadania. Democracia. Abstract: Starting from the assumption of inedited conditions for the exercise of citizenship brought or enhanced by the digital technology mainly the internet, this paper discusses the origins of the uneasiness currently experienced by citizenship, reflecting on the real possibilities of a “technological solution”. It reviews the concept of citizenship, pointing out that it implies a process of identification based on the references of which the inclusion or exclusion of individuals are defined – hence the possibility of an intersection between the fields of signification of the concepts of digital inclusion and the citizenship. However, while drawing attention to the concept of active citizenship, we concluded that even though the web might enhance the action of those ones who have already a certain degree of commitment/engagement, the issues belonging to the more general scope of social and political relationships cannot be solved at a technological level.Keywords: Citizenship.
