Information and communication in the participatory management:an analysis based on Brazilian and European water resources policies

Resumo: Democratic public management demands production and circulation of information for decision making processes and the improvement of communication systems among the actors (stakeholders, policy makers) and sectors involved. Based on the analysis of the Water Framework Directive (WFD), from the European community, and of the Brazilian National Policy of Water Resources, the present article discusses the manner in which information and communication are approached in those guidelines. While the WFD prioritizes the enhancement of knowledge and participation of the society as a whole, mainly through consultation, indicating procedures and deadlines, the Brazilian legislation focus on the technical needs (information for decision making processes) rather than social mobilization. However, in spite of the differences between these two realities, three issues stand out in the analysis: the need to stimulate different levels or types of participation; the role of the State in enforcing and highlighting social democracy control; and the importance of information strategies and communication processes in the participatory management of water resources.

A partir da análise da Diretiva Quadro da Água, na União Europeia, e da Política Nacional dos Recursos Hídricos, no Brasil, o artigo discute o tratamento dispensado à informação e à comunicação nas respectivas diretrizes. Enquanto a Europa prioriza ampliar o conhecimento e a participação da sociedade em geral, via consultas, indicando instrumentos e prazos, a legislação brasileira enfatiza mais as necessidades de caráter técnico (informação para tomada de decisões) do que as de mobilização social.
