Resumo: Brazilian technical cooperation with Portuguese-speaking African Countries, the PALOP, is considered a cooperative interaction to promote food security projects as an instrument of successful foreign policy. Even with the singularities of African countries, Brazilian food security policies have become attractive to these countries, whether due to historical, social or economic similarities. Thus, the temporal scope of this research comprises the two terms of the Lula da Silva government, between 2003-2010, and extends to the second term of the Dilma Rousseff government, between 2011-2016. Therefore, the objective of this research is to analyze the factors that influenced Brazilian decision makers to establish technical cooperation, with greater incidence for the PALOP, in the area of food security.
