RACIONALIDAD NEOLIBERAL Y MILITIZACIÓN DEL ESPACIO URBANO

Resumo: The neoliberalism that has been consolidated as an economic policy since the 1980s reaches its full form of social order today. Far beyond the discourse of non-intervention by the state and self-regulating markets, neoliberalism presupposes a state that regulates economic and social reproduction. Management and entrepreneurship become key concepts in the neoliberal rationality, in which the managing state and the individual enterprise are structured. The notions of collective and public service become grey, highlighting the notions of performance and profitability. The aim of this paper is to analyze this process from the perspective of public security, which becomes a violence management sector that criminalizes areas of poverty concentration, where the state of exception becomes the norm. Case studies are taken from the Federal Government intervention in the state of Rio de Janeiro in 2018 and the Criminal Law Bill of the current Minister of Justice and Public Security; unilateral actions and measures that lead to the constitution of a police state and the militarization of urban space.

Más allá del discurso de no intervención del Estado y de los mercados autorregulados, el neoliberalismo presupone un Estado que regule la reproducción económica y social. La gestión y el emprendimiento se convierten en conceptos clave dentro de esta racionalidad neoliberal, en la que se estructuran el Estado gestor y la empresa individual. Se desvanecen las nociones de servicio público y colectivo, destacando las nociones de desempeño y rentabilidad. El objetivo de este trabajo es analizar este proceso desde la perspectiva de la seguridad pública, que se convierte en un sector de gestión de la violencia que criminaliza áreas de concentración de pobreza, donde el estado de excepción se convierte en norma. Los estudios de caso incluyen la intervención del Gobierno Federal en Río de Janeiro en 2018 y el Proyecto de Ley para combatir la delincuencia del actual ministro de Justicia y Seguridad Pública; acciones y medidas unilaterales que conduzcan a la constitución de un estado policial y la militarización del espacio urbano.O neoliberalismo que se consolida como política econômica a partir da década de 1980 alcança sua forma plena de ordem social na atualidade. Muito além do discurso de não intervenção do Estado e de mercados autorregulados, o neoliberalismo pressupõe um Estado regulador da reprodução econômica e social. Gestão e empreendedorismo tornam-se conceitos chave dentro dessa racionalidade neoliberal, em que se estruturam o Estado gestor e o indivíduo empresa. As noções de coletivo e de serviço público se esfumam, sobressaindo-se as noções de desempenho e rentabilidade. O objetivo deste trabalho é analisar esse processo na perspectiva da segurança pública que se torna um setor de gestão da violência que criminaliza as áreas de concentração de pobreza, onde o estado de exceção passa a ser a norma.
