ResumoO presente trabalho tem como objetivos analisar os investimentos realizados pelo município de Fortaleza em habitação de interesse social entre 2010 e 2017, compreender como o orçamento municipal se relaciona com a implementação do Programa Minha Casa Minha Vida e refletir sobre os impactos de tal relação no que diz respeito ao direito fundamental à moradia. Para tanto, em uma abordagem prioritariamente quantitativa, estuda-se os ciclos orçamentários compreendidos no período indicado, buscando apresentar e questionar as disposições das leis orçamentárias municipais para a função habitação. Realizou-se coleta de dados em planos plurianuais, leis de diretrizes orçamentárias, leis orçamentárias anuais, relatórios técnicos de prestação de contas do município, avaliações dos Planos Plurianuais e informações obtidas junto à Secretaria Nacional de Habitação do Ministério do Desenvolvimento Regional. Como resultado, identificou-se que, no período analisado, houve redução significativa na previsão e na execução do orçamento municipal para habitação, que o orçamento não incorporou efetivamente as diretrizes do Plano Diretor e que o Programa Minha Casa Minha Vida passou a centralizar as ações no tocante a política habitacional, em que pese a não aderência deste aos parâmetros de moradia adequada e aos preceitos do Plano Diretor de 2009.Palavras-chave: Direito à Moradia. Programa Minha Casa Minha Vida. AbstractThis research analyzes the investments made by the municipality of Fortaleza in social interest housing between 2010 and 2017 in an effort to understand how the municipal budget is related to the implementation of Minha Casa Minha Vida Program and how this impacts the fundamental right to housing in the city. In order to do so, the study looked into the public budget cycles in the span of time investigated, seeking to understand how the municipality managed the resources destined to housing policies. Data collection was carried out by study of pluriannual Plans (and evaluations), budgetary guidelines laws, annual budget laws, technical reports of municipal accounts and information obtained from the National Secretariat of Housing of the Ministry of Regional Development. As a result, it was identified that during the analyzed period there was a significant reduction in the forecast and execution of municipal budget for housing, that the budget did not effectively incorporate the guidelines of the 2009 urbanistic master plan for Fortaleza and that Minha Casa Minha Vida Program centralized the actions in terms of housing policy, despite the fact that the Program did not follow the parameters of adequate housing and the guidelines of Fortaleza’s master plan.Keywords: Right to Housing.
