Serviços públicos.Abstract The article discusses that, in light of all the media that the law provides to the defense and to the effectiveness of fundamental human rights, the budget should be considered to be one of them, therefore, seen as a planning tool of the state, can also be guarantor of the rights of freedom while ensuring positive benefits for the existential minimum, and in general, the fundamental rights, which must be guaranteed by public services.
