Da Fome a Segurança Alimentar e Nutricional: análise da (re)criação do Conselho Nacional de Segurança Alimentar e Nutricional (CONSEA) no primeiro Governo Lula.

This work sought to analyze at what point in history the Food and Nutrition Security (FNS) has taken off from the actions to combat hunger and has constituted itself as a field of political action, reaching through the recreation of the Conselho Nacional de Segurança Alimentar e Nutricional (CONSEA, National Council of Food and Nutrition Security) in 2002, and in the enactment of Law n°. 11,346 / 2006 known as the Lei Orgânica de Segurança Alimentar e Nutricional (LOSAN, Organic Law of Food and Nutrition Security), its institutionality. A documentary analysis was carried out, which had as a cut-off documents from 1986, year of publication of the final report of the First National Conference on Food and Nutrition, until 2004 with the holding of the Second National Conference on Food and Nutritional Security. There are indications that the concept of Food and Nutritional Security was forged over a long period and acquires a breadth and complexity capable of demanding the construction of a field of political action. However, during the period the term was used in other senses, sometimes as a goal to be achieved, sometimes as a means to other purposes, sometimes with a restricted concern to access to basic foods. Also, can be seen that until 2002 in the Lula Government Program, the idea of Food and Nutritional Security was strongly associated with the prospect of combating hunger, whereas in 2004, a concept that underpinned the construction of the Sistema Nacional de Segurança Alimentar e Nutricional (SISAN, National System of Food and Nutrition Security) prevailed.
