The study is a qualitative research that discusses the device of goal IV in Education Plans, whose focus is on guaranteeing the rights to education of public students in Special Education. It discusses the reach of the propositions of goal IV n Municipal Education Plan, taking as a dialogue the National Education Plan, the INEP database and the documents of the municipal network. The research aims to investigate the process of implementing Goal IV of the Municipal Education Plan of Duque de Caxias in the Municipal Education Network from 2015 year of publication to 2019. The municipality Duque de Caxias, located in the Baixada Fluminense region in the state from Rio de Janeiro, which since 1979 has provided educational services to these students within the modalities of Special Education legally provided for. The methodology used was documentary qualitative, whose sources of analysis were articles and documents on the history of Special Education in Duque de Caxias, the PME Duque de Caxias law, data cataloged in the SME sectors, public records in dialogue with the determinations of goal IV of the National Education Plan and the data from the Estat Yearbook INEP/2019 in order to establish links between existing situations in the praxis and those to which one intends to reach. It is concluded that in the act of producing goal IV of the Municipal Education Plan of Duque de Caxias, the municipality already had a history of ample supply of this service, which culminated in a quantity of 31 sub-goals, far beyond those provided for in the National Education Plan, and which were all maintained in the 2019 management, and some were expanding; demonstrating the importance of understanding that public policies must be respected instruments and with continuity beyond government policies.
