This research aims to study the theoretical foundations of socioeducation under the educational measures in contemporary Brazilian society. In this sense, addresses the education discussion in the capitalist mode of production, with emphasis on the education debate in class society, its structure, goals and perspectives. It also analyzes the particularities of the development of the capitalist mode of production in Brazil, the characteristics of its Bourgeois Revolution and the repercussions of this process in Education. Similarly, signals to the outlines given by the education policy in the country, the tense relations established within said policy as a result of disputes between essentially antagonistic education projects, given that education policy in Brazil is an expression of privatizing and centered rationality in economic bias, in the interstices reside also possibilities of building society projects that contrast starkly to the status quo. Rescues, briefly, the history of child care policy and adolescents in Brazil. The objective was to reflect on the set and characteristics of pedagogical practices directed at children and youth of the working classes in Brazilian society. From this perspective, sought to question the strategies used by the ruling class, strategies often mediated pedagogical screen, coping inequalities arising from the capitalist mode of production. Assumes that the socioeducation arises from a historical necessity to respond, based on legal apparatus and institutional mechanisms, an issue that follows the history of Brazilian society and getting more clearly defined with the industrialization process. This is the "problem" of children and youth "poor" since then, and many other expressions of the social question, is presented not only as a "police case," but as an issue that demands the intervention of the State.
