This doctoral thesis work at the State University of Rio de Janeiro (UERJ) is specifically aimed at addressing the importance of Urban Land Regularization (REURB) as an urban public policy, specifically in relation to the new procedures for land regularization in the post-Federal Constitution of 1988 and, especially, to REURB-Tax Execution, with the use of the executive procedure and legal instruments such as compulsory reverse adjudication and adverse possession, with its large-scale application in the regularization of properties in the Court of Law of the District of Tramandaí-RS, to determine its efficiency and compliance with regard to the realization of the fundamental right to decent housing for vulnerable people, through bibliographical, documentary and empirical research, consisting of a reference case study, including the application of a questionnaire to the Judiciary and Property Registry, in addition to beneficiaries of the Gaucho Judiciary program “Dead, Bankrupt, Uncertain and Unknown”. In this sense, the thesis is defended that the REURB-Tax Enforcement can effectively assist in the realization of the fundamental right to decent housing, in accordance with what proves the firm performance in the District of Tramandaí-RS, as well as that its use in the context of the Extrajudicial Forum, made possible by Law 14,382 of 2022, being potentially more efficient, quantitatively and qualitatively, with great public policy energy essential for promoting the acquisition of dignity in the housing of citizens and for the entire Brazilian society, especially in the State of Rio of January. The proposed study is justified, as a result of the need to promote the formalization of the urban land network, social pacification, access to minimum public services that should exist for all, such as security, education, public transport and health, contributing to effectuate the fundamental right to decent housing and the existential minimum of human beings.
