Resumo: The research analyzed the relationship between Public-Private Partnerships ( PPPs) and Environmental Education practices, as a cooperation process between the state represented by the municipal government and the Monsanto transnational company. The objective was to apprehend consensus building strategies used in the constitution process of public-private partnerships. I tried to interpret the intentions, the mechanisms and strategies present in this relationship, understood as instruments for which the practice of environmental education is redirected to form certain values, skills and abilities within the context investigated. The central category was hegemony, what enabled me to identify the political-ideological aspects of the phenomenon that make up the direction and control process of social relations in those territories. The Institutionalization of public-private partnerships has its origin in reform of State occurred between the 1980s and 1990s. We seek to know the phenomenon demonstrating your connection with mode production and reproduction capitalist, revealing its contradictions and implications and environmental education practices. The questions that directed the investigation were: What are the elements consensus that present themselves in the practices of EA, in the school context, from the effectiveness of partnerships? And what role does the environmental education starts to play in the board of issues socioenvironmental the investigated context, impacted by the movement of capital hegemony? The research took place in some municipalities in the state from Mato Grosso, inserted in the region that makes up the agribusiness circuit and concentrates a strong commercial performance of multinationals (Syngenta, Monsanto, Bayer), product suppliers for this economic activity. The regional space, in the last decades, has been consolidating how big commodity producer, being decisive in the territorial transformation especially, with regard to land use where expansion and intensification of agriculture constitutes a determining fator economic and environmental dynamics. The research concluded that public-private partnership projects, developed by Monsanto in the schools investigated, fulfill the role of movement inducers of recomposing bourgeois hegemony, transforming environmental education in an instrument of production of hegemony in the territories of agribusiness. The environmental education, in the context of public policies, is considered an instrument of awareness, dialogue and assimilation different knowledge, that transforms social relations and redefines the shape how people relate and interfere with the natural environment. In this sense, the study it is also constituted a reflection on the paper that is up to environmental critical education, as an instrument of problematization of processes of environmental degradation and your contribution to motivate changes toward to citizenship and environmental ethics.

O objetivo geral da pesquisa foi apreender as estratégias de obtenção do consenso utilizadas no processo de constituição das parcerias público-privadas. Busquei interpretar as intenções, os mecanismos e as estratégias presentes nessa relação, compreendidos como instrumentos pelos quais a prática de educação ambiental é redirecionada para formar determinados valores, habilidades e capacidades no âmbito do contexto investigado. A categoria central do estudo foi a hegemonia, o que me possibilitou identificar os aspectos político-ideológicos do fenômeno que compõem o processo de direção e controle das relações sociais naqueles territórios. A institucionalização das Parcerias Público-Privadas tem sua origem na reforma do Estado ocorrida entre as décadas de 1980 e 1990. Buscamos conhecer o fenômeno demonstrando sua conexão com o modo de produção e reprodução capitalista, revelando suas contradições e implicações para as políticas e práticas de educação ambiental. As questões que direcionaram a investigação foram: Quais os elementos de consenso que se apresentam nas práticas de EA, no contexto escolar, a partir da efetivação das parcerias? 2) Qual o papel que a EA, enquanto política pública, passa a desempenhar no quadro das questões socioambientais do contexto investigado impactada pelo movimento de hegemonia do capital? A pesquisa ocorreu em alguns municípios do Estado de Mato Grosso, inseridos na região que compõe o circuito do agronegócio, e concentra uma forte atuação comercial de multinacionais (Syngenta, Monsanto, Bayer), fornecedoras de produtos para esta atividade econômica. O espaço regional, nas últimas décadas, vem se consolidando como grande produtor de comodities, sendo determinante na transformação territorial, especialmente no tocante ao uso da terra, onde a expansão e intensificação da agropecuária constitui-se fator determinante na dinâmica econômica e ambiental. A pesquisa concluiu que os projetos de parcerias público-privadas, desenvolvidos pela Monsanto nas escolas investigadas, cumprem o papel de indutores do movimento de recomposição da hegemonia burguesa, transformando a educação ambiental em instrumento de produção de hegemonia nos territórios do agronegócio. A educação ambiental, no contexto das políticas públicas, é considerada instrumento de sensibilização, de conscientização, de diálogo e de assimilação de diferentes saberes que transforma as relações sociais e redefine a forma como as pessoas se relacionam e interferem no meio natural.
