In the present thesis, we analyze a set of legal norms and data referring to the processes of deregulation and flexibility of the civil service in the context of expropriatory rights's counterforms post-constitution of 88. The theoretical path is based on the understanding of work in bourgeois society in its exploitation mechanisms, where wages do not represent the value produced by workers. The development of bourgeois society is analyzed through its movement of concentration and centralization, paying attention to the transformations operated in the central countries, interrelating the development of capital, class struggle and state. From this debate, it is reflected on the particularities of the development of dependent capitalism in Brazil, paying attention to the particularities of the labor market, the state and the class struggle, as well as the updating of the dependency bonds under the hegemony of the financial capital in the Brazilian economy. The counter-reform of the state is a central element in debating the conformation of the labor market in the orbit of the state under the aegis of neoliberalism. Counter-reforms produce profound changes not only for social policies but also for work in the orbit of the level. In this sense, this research reveals that a project to dismantle stable work in the context of civil service is underway in Brazil, expressed in the budget data for the Union's payroll. We have a process of attack and puncture of the public fund, which operates both in the sphere of social policies and in the sphere of work in the public sphere.
