The purpose of this thesis was to deepen the studies about the nature of the relationship between the Executive and Legislative powers in the process of drafting the laws by analyzing the changes promoted by the Legislative in the subjects proposed by the Executive. The aim was to indentify to which extent the Legislative changes Executive s proposals, what kind of change is made and whether those changes reached the main part of the text in those projects. A detailed examination of a sample of the bills, supplementary bills, bills and provisional measures presented by the Executive from 1995 to 2010 and made into law by 2015 was made to verify what were the topics that had their main idea modified. I started from the hypothesis that changes made are not enough to characterize the Congress s actions as an obstacle to the Executive s action. This proposed thesis is in the group of researches that argue that, rather than conflict, there is a relationship of cooperation in between the Executive and the Legislative in the elaboration of laws.
