From the discovery of large oil and gas reserves in the pre-salt layer of the Brazilian continental shelf is envisioned that the country could join the ranks of major oil exporters, and that such a condition would ensure a high social and domestic economic level, as well as greater geopolitical projection in the world. The main objective of this thesis is to demonstrate that a large-scale production in order to make Brazil a major net exporter of crude oil, could make unstable his economy and society, not breaking with the old Brazilian primary export model, peripherally inserted, and geopolitically fragile, in the world economy. For the development of the research was initially made a discussion about geopolitics, as well as the oil theme reconstruction in Brazil from a geo-historical approach, to reach finally the political panoramas and current history. From this point, analytical studies of geographical and geopolitical oil scenarios were developed in the world, and mapped the effects of volatility "geopolitical international oil prices" in the countries. In addition to a comprehensive study on the pre-salt reserves, its potential, its current stage, the debate on the Brazil's oil and gas regulatory framework (Production Sharing Agreements), and Petrobras. In parallel it was made a comprehensive study of the current stage of the Brazilian energy matrix and all potential energy inputs and sources of the country power generation. As a result it was found that basing the economy, even partially, on oil exports, it s more close to a deterritorialized business logic, which affront sovereignties, and seeks the plundering of natural resources, rather than a territorial logic, where nature and society walk in balance. No country in the history, with Brazilian dimensions, has raised its socioeconomic level through oil exports. In conclusion from the results, we believe the best way to use the pre-salt wealth is linked to democratic and sovereigne use. Without greediness. To "inside".
