Programa de Sustentabilidade Econômica Ambiental Rural (PROSEAR): uma proposta de desenvolvimento rural frente aos desafios do século XXI

Due to the environmental, social and economic risks related to the model of use and occupation in the Brazilian rural space based on the agribusiness economic cycle, the following research proposes a modeling of the payment program for environmental services – PSE – in Brazil as a way to enhance rural development in the country. Such program, called PROSEAR, seeks not only to reconcile rural development with environmental preservation, but also to value and maintain the cultural diversity in Brazilian rural territory and to provide an adjustment in the productive structure by establishing itself as a new territorial planning policy in federal level. The PROSEAR is based on a payment table that graduates according to the property size and preserved area percentual (in relation to the total property's area), taking into account five fundamental elements for the application of a PES program in Brazilian context: universality, simplicity, remuneration in money, georeferenced register and association with cultural aspects. Through the program basic structure elaboration and the payments table parameters, the model should be tested in several simulations sustained on the rural environmental registry – CAR – database and 2017 Agro Census database. From those simulations, we can see the feasibility of the program as an appliable modeling pattern through brazilian territory as well as a reference for a wide PES program in the country. However, it is necessary to understand the research's limitations related to program's design at federal level - restricting the research into modeling and simulations - furthermore political limitations (on eventually program's implementation), besides challenges associated to public bureaucracy reorganization.
