This thesis is part of the Social Assistance Policy field. The purpose of this study is the management/implementation of the social welfare network in Maceió, capital of the state of Alagoas, as one of the elements that materializes social protection at the basic level in the implementation of the National Social Assistance Policy (PNAS/2004) and of the SUAS management devices, in the Social Assistance Reference Centers (CRAS). In these terms, it aims to analyze the management/implementation process of the social welfare network in the scope of Basic Social Protection, developed in the CRAS of Maceio, apprehending the dimension of socio-political and economic advances and limits in the context of the municipality, that point to the consolidation of social assistance as a public policy in Maceio. Bibliographical, documentary and empirical research was used to carry out this work, with the direct approach in the field and unsystematic and non-participant observation. The bibliographical research allowed the literature review of contemporary capitalism, the structural crisis and its coping strategies; of the conception of State and civil society in the Gramsci sense; of the debate of the managerial and democratic public management; of social policy in times of capital crisis; of the concept and functionality of the "third sector" to neoliberalism; of the meanings of decentralization, territory/territorialization and intersectoriality in social assistance policy. The documentary research provided the analysis of the main documents that constitute the regulatory framework of Social Assistance as public policy such as the Federal Constitution (CF/1988), the Organic Law of Social Assistance (LOAS/1993), the National Assistance Policy (PNAS/2004), the legislation of the Single System of Social Assistance (SUAS), among others; and from the primary source documents such as Municipal Social Assistance Plan, Internal Rules and Minutes of the Municipal Council of Social Assistance (CMAS); intervention projects and flyers of the work developed in the CRAS, among other materials on the social assistance network of Maceió. The empirical research was carried out between July and December 2016, unsystematic and non-participatory observation, with application of questionnaires and interviews with direct and indirect manager of the social welfare network of basic social protection within the scope of the Municipal Secretariat and CRAS surveyed. The research verified the existence of a territorial social and assistential network of social protection, at a basic level, in the territories of the CRAS, but revealed weaknesses and challenges to be faced for its effective consolidation in the light of the social assistance policy.
