A Política externa para a África dos Governos FHC e Lula: uma análise comparada

Resumo: | This thesis deals with the recent period of Brazilian Foreign Policy (BFP), including the governments of Fernando Henrique Cardoso (1995-2002) and Luiz Inacio Lula da Silva (2003-2010) in their relations with Africa. Those sixteen years have helped to consolidate redemocratization in the country, and this context also permitted not only a couple of political, economic and social changes, but also led to significant transformations of our foreign policy, which was still influenced by the complex reconfiguration of the post-Cold War geopolitics. Despite traditional values and characteristics of BFP permeate the diplomacy of both governments, there were important adjustments regarding to Africa. In this sense, we have been defended the thesis that there are an setting the course in the foreign policy of Brazil for Africa from one time to another. The analysis is anchored in four key dimensions of foreign policy, involving rhetoric and practices: 1) the major speeches of those responsible for BFP; 2) Brazilian political and diplomatic initiatives; 3) the foreign trade and investments by domestic enterprises in Africa; 4) South-South cooperation, especially technical cooperation. The orientation in these dimensions was influenced directly or indirectly by the weight of political and diplomatic actors involved in Brazilian Foreign Policy; by the international political and economic conditions - especially with regard to African context; and by the domestic situation of the political, economic and social point of view. Relations between the two sides of the Atlantic experienced fluctuation over time, which is repeated, in varying degrees, in the comparative analysis between Cardoso and Lula administrations. Africa has had low priority during FHC government, unlike Lula da Silva administration, when we see significant development in all dimensions. |

Africa has had low priority during FHC government, unlike Lula da Silva administration, when we see significant development in all dimensions.Esta tese trata de período recente da política externa brasileira (PEB), abrangendo os governos de Fernando Henrique Cardoso (1995-2002) e Luiz Inácio Lula da Silva (2003-2010) nas suas relações internacionais com a África. Foram dezesseis anos que ajudaram a consolidar a redemocratização do país, contexto que não apenas permitiu uma série de transformações políticas, econômicas e sociais, mas também marcado por significativas mudanças da nossa política exterior, influenciadas ainda pela complexa reconfiguração da geopolítica pós-Guerra Fria. Não obstante valores e características tradicionais da PEB permearem a diplomacia de ambos os governos, ocorreram ajustes importantes com relação à África. Nesse sentido, defendemos a tese de que há uma mudança de rumo na política para a África de um período ao outro. A análise está ancorada em quatro dimensões da política externa, envolvendo retórica e práticas: 1) os principais discursos dos responsáveis pela PEB; 2) as iniciativas político-diplomáticas brasileiras; 3) o comércio exterior e os investimentos das empresas nacionais no continente africano; 4) a cooperação Sul-Sul, em especial a cooperação técnica. A orientação nestas dimensões foi influenciada direta ou indiretamente pelo peso dos atores políticos e diplomáticos envolvidos na política externa brasileira; pelas condições políticas e econômicas internacionais - principalmente no que tange ao contexto africano; e pela conjuntura doméstica do ponto de vista político, econômico e social. As relações entre os dois lados do Atlântico experimentaram oscilação ao longo do tempo, o que, em graus diferentes, se repete na análise comparativa das gestões Cardoso e Lula.
