The 1930s in Brazil was marked by the political engagement of its intellectual elite. A rich set of ideas and arguments aimed at understanding the Brazilian reality and its economic development and sovereignty took over the national political scene. With the advance of the 20th century, there was also a cultural-nationalist paradigm accompanied by a strong criticism of universalist political assumptions. A rise of new generations of the intecletual elite, a new middle class and a new working class, use a complex reality that knocked on Brazil's door, emphasizing mainly the need for State participation to build social well-being. Modernization and development were urgent. Issues related to culture, politics and economic development have been thoroughly discussed, however. This is the objective of evaluating a theory of one of the main Brazilian intellectuals of the period, the Rio de Janeiro journalist, doctor and intellectual Azevedo Amaral. Outside European cosmopolitanism, Azevedo Amaral represents an important change in the way of conceiving the position and intellectual production of peripheral countries in the world. Observing the scenario of bankruptcy of the liberal model of the 19th century and taking inspiration from some of the elements of the Russian Revolution and Vladimir Lenin's revolutionary theory, Azevedo Amaral formulated a proposal for economic development planned and coordinated by the State that became the so-called development , and, therefore, we maintain that it can be considered one of the precursors of development in Brazil.
