Os limites do modelo de Desenvolvimento Humano e Sustentável: revisão crítica dos Relatórios de Desenvolvimento Humano

The present study involves primarily the proposal of a critical analysis of the Human Sustainable Development concept, which has been an important element of the development strategies conducted worldwide since its conception in the 1990s. Such concept was originally elaborated at the United Nations Development Programme (UNDP) in the intent of enlarging the whole development agenda s legitimacy considering the demands for increased social and environmental responsibilities. The main goal was to verify the most important guidelines and strategies that were publicized through the Human Development Reports (HDRs), in order to check whether there were any inconsistencies between these guidelines and the promotion of a more sensitive and responsible type of development. To achieve that goal, the methodological tools needed involved mainly the careful analysys of all the Reports available, form 1990 to 2015, as well as the resource to relevant literature. As proven throughout the research, there are several traits of inconsistency between theory and practice in the actions proposed by the UNDP regarding the promotion of the Human Sustainable Development. This points to the need of revisiting and reviewing the concept in order to make the development agenda more adequate in responding to the challenge of eliminating the socioeconomic abyss that still exists.
