O desenvolvimento de capacidades como estratégia de desenvolvimento da ONU : estudo de caso na Guatemala

Capacity development differs from previous development theories in that it considers the human factor as the main factor in defining the scope of development. This perspective defines that it is not income growth that defines progress, but the opportunities created for individuals to become agents of change and to have dignified experiences in society. The United Nations Development Program (UNDP) uses this concept for the Human Development Report since 1990. The program comprises development through individual freedoms and access to a long, dignified and politically participatory life. In this work, documents that show the relationship between the UNDP's mechanisms of action in the country and the development results achieved at the individual, institutional and social levels to define the success of the program's strategy in Guatemala, a country that has gone through 36 years of civil war, are analyzed. The analysis is done through a bibliographic review to understand the authors define as capacity development and the application of concepts in the UNDP documents and guidelines. Finally, through a case study, it is understood that despite the use of institutional capacities that already exist in the country, such as civil society organizations, the structural reforms necessary for good governance to be established in the country have not been carried out and citizens had more access and choices that allow them to achieve good levels of human development.
