Políticas Públicas de Educação Infantil no Município de Niterói-RJ (1988 - 2018)

Resumo: This research is integrated into The Childhood Study Group’s academic production: Research & Extension (NEI:P&E), linked to The Childhood, Youth and Education Research Line carried out in The Education Post-Graduation Program, University of Rio de Janeiro State (ProPEd/UERJ). Actually, the dissertation intends to identify the Child Education Public Policies (CEPP [PPEI]) which legitimized two periods of municipalization processes concerning public nursing services for babies and small children. The historical panorama ranges from 1988 to 2018 and it analyzes the expansion of vacancy offerings in daycares in Niterói, Rio de Janeiro State, Brazil all over the processes. The study focuses on the following questions: i) how did the transition from Social Assistance daycares into Municipal Education take place? ii) which affirmative actions were accomplished for the elaboration of Child Education Public Policies?; iii) how did the homologation of Laws #12.796/13 and #13.005/14 impact the expansion of vacancies at daycares and kindergartens: if positively or negatively. iv) how far was practice context observed in CEPP? Furthermore, Policy Cycle was adopted as the theoretical-analytical orientation (BALL et al, 1992), in order to observe local, national and global scenarios. The methodological approach encompassed documentary analysis, demi-structured interviews and case study at one of the oldest municipal daycares. The results describe the details of CEPP’s trajectory, and the changes made in the educational service for children aging from 0 year old to 3 years old, finally evidencing an identitary transformation of the daycare and in its professionals ever since the integration into the Educational City Management. In addition, the study also covers the resilience of municipal CEPP regardless of the managing changes and the remarkable expansion of the Municipal Early Childhood Development Network over the years. In short, I aim at presenting a broad panorama of municipal CEPP and how the results achieved can work as a remarkable source to further studies on this subject matter

Pretende identificar as Políticas Públicas de Educação Infantil (PPEI) que viabilizaram dois momentos de municipalização do atendimento de bebês e crianças bem pequenas. O contexto histórico compreende os anos 1988 – 2018 e analisa a ampliação de oferta de vagas nas creches no município de Niterói-RJ. O estudo é orientado pelas seguintes questões: i) como foi a transição do atendimento das creches da Assistência Social para a Educação no município?; ii) quais ações foram efetivadas no que tange a construção de políticas públicas de Educação Infantil?; iii) quais os efeitos da homologação das Leis nº 12.796/13 e 13.005/14 sobre a ampliação (ou não) de vagas, em creche e pré-escola?; iv) quais os diálogos entre PPEI e contexto da prática? A orientação teórico-analítica adotada foi o Ciclo de Políticas (BALL et al, 1992) que propõe observar o processo educacional como um ciclo multifacetado e dialético, que envolve os cenários global, nacional e local. A proposta metodológica incluiu análise documental, entrevistas semiestruturadas e Estudo de Caso em uma das mais antigas creches municipais. Os resultados descreveram a trajetória da PPEI e mudanças no perfil do atendimento educacional às crianças de 0 a 3 anos. O que indica redefinição da identidade da creche e seus profissionais, após integração à Educação, continuidade das PPEI municipais independente à mudança de gestores; além de expansão significativa da rede de Educação Infantil municipal ao longo dos anos.
