This research proposes to investigate the motion graphic design (MGD) carried out at Empresa Brasil de Comunicação (EBC), with emphasis on the programming of TV Brasil. It is a research on the modus operandi and the design culture of the professionals who make vignettes - and other pieces of MGD - to meet the demands of the institution. A definition of this area of study is developed, where the main terminologies of the field are analyzed, such as videography, motion graphics, motion design, animation, vignette, etc.The dissertation brings a contextualization of TV Brasil and EBC, tracing a history of public communication in Brazil until the creation of the company. It then promotes a characterization and systematization of the MGD artifacts, based on TV Brasil broadcasts. Its programming was recorded for one week uninterruptedly to analyze all the occurrences of MGD transmitted to the public, either in own production programs or in those simply roadcast, as well as the insertions in the programming intervals. As main objective we have the characterization of the project culture in TV Brazil, from interviews with the acting professionals. Several reflections on videography have been made, taking into account elements such as information transmission, design, movement, narrative, sound. It also analyzed the importance of motion design and its role in enhancing the reach of programming by making it more pleasing and attractive to the viewer, producing a layer of pleasure and pleasantness in the content displayed. Also discussed was the role of TV Brasil and EBC in the Brazilian public communication, and the possibility of its extinction.
